Special Meeting to be held Tuesday, November 27th

November 25, 2018NOTICE IS HEREBY GIVEN that a special meeting will be held by the Village Board of Trustees of the Village of Hoosick Falls on Tuesday, November 27th, 2018, commencing at 6 p.m. at the Hoosick Falls Village Hall, Municipal Building, 24 Main Street, Hoosick Falls, New York, for the purpose of moving the Board into executive session to discuss current/pending litigation and personnel matters, with no other business.

Construction Work on Upper John St/Route 22

Scheduled for Tuesday, November 13th and Wednesday, November 14th

November 11th, 2018—The Village of Hoosick Falls wants to make you aware of an upcoming construction project that will be happening this week. The Village will be working with the owner of 9-11 John Street (Byte) to install a new water line for the purposes of operating the building sprinkler system. This fits into the Village’s long term goals of economic development and overall public benefit, especially in the downtown commercial section of the Village

This work will likely be a 1 to 2 day project starting on Tuesday, November 13th, although we have left open the entire week, should weather or other unforeseen circumstances delay or extend the project. The hope is that the bulk of the work is on the first day (Tuesday, weather permitting), and because of the nature of the work (breaking up the pavement, digging across most of John Street, laying and testing new pipe, and filling), it will likely take 12-14 hours on the first day. This includes an early start time (6:00am, with the louder work beginning around 6:30am) and work extending into the evening hours. If the work continues past sunset, we will have lights on hand to continue the work until we are able to open the road again.

During this work, there will be a detour to avoid the construction project, and flaggers to help maintain a steady flow and to assist trucks.

  • NORTH-BOUND TRAFFIC on 22 will be directed to turn right onto lower Classic Street (the one-way road) and then straight onto Route 22. Flaggers will be in both locations.
  • SOUTH-BOUND TRAFFIC on 22 will be directed down Main Street to take the right turn onto Elm Street (by the Armory), and then left on to Church Street/Route 22. Flaggers will be in both locations.

We want to make you aware of this construction project so that you can plan ahead and know what to expect. We are excited to see more businesses investing in Hoosick Falls, but also acknowledge and apologize for the inconveniences this may cause. We will post any updates on our website, as well as on the "Town and Village of Hoosick Falls" Facebook page.

Obituary and Service information for Ann Marie Bornt

November 11th, 2018—At the request of the family, we are posting the obituary and service information for Ann Bornt here on our Facebook page and additionally on our website.

Ann Marie Bornt “Mimi” 75, passed away on November 8th at her residence peacefully surrounded by her loving family. She was the wife of the late Dennis Bornt.

Ann was born on September 21, 1943 in Hoosick Falls, daughter of the late Frank and Anna (Unavitch) Hayes. She was employed by the Village of Hoosick Falls Clerk's Office. Ann enjoyed gardening, trips to Maine, and annual girls shopping trips. In addition Ann’s love of the Village and Community was known and felt by many. Ann was a communicant of the Immaculate Conception Church.

Survivors include her children Kari Bornt of Troy, NY, Kent (Linda) Bornt of Nashville, TN and Scott (Fay) Bornt of Hoosick Falls,sisters Patricia Callahan of Hoosick Falls, Sandy Freeman of Lake Luzerne, NY and Helen Stuetzel of Gansevoort, NY, brother Tony Hayes of Hoosick Falls, grandchildren Corey Prince, Matthew Bornt, Mackenzie Miller, Justin and Staci McCullough, great granddaughter Brooklyn Miller.

Funeral services will be Monday November 12th, at 1:00 pm at the Mahar Funeral Home, 43 Main Street in Hoosick Falls, NY. Burial will follow the service at Maple Grove Cemetery in Hoosick Falls.

Family and friends may call at the funeral home on Monday from 10:00 am until the start of the service. Memorial contributions may be made to the Karen & Molly McGovern Memorial Fund through the funeral home.

Village announces the passing of Village Clerk Ann Marie Bornt

November 8th, 2018—We are brokenhearted to announce the passing of Village Clerk Ann Marie Bornt.

Ann had served the Village of Hoosick Falls for over 40 years in many forms: as a Deputy Clerk, Treasurer, Trustee, and as Village Clerk, a position that she held the longest. She worked for 6 Mayors, including the late Don Bogardus, the late Bernie Graney, Laura Reynolds, Matt Monahan, David Borge, and current Mayor Robert Allen. In addition to spending many years overseeing the Zoning and Planning boards, she served as a Trustee from 2006 to 2011.

“Ann was an incredibly hard worker whose deep dedication to and love of the Village of Hoosick Falls was extraordinary,” Mayor Allen said. “Her knowledge of the history of Hoosick Falls people and events is nearly unparalleled. She was deeply proud of and committed to the Village, and was a great friend to many Trustees, Mayors, Village employees, and most certainly to the Village Office staff, who she worked with for over 30 years. As a Village, we are all deeply grieving her loss.”

“Ann served and loved our community every day, in every way,” former Mayor David Borge said. “We are so much better because of her love and devotion to Hoosick Falls and the Greater Hoosick Area.”

“Everything she did was for the betterment of Hoosick Falls,” former Mayor Matt Monahan said. “She was an incredible asset to the community, and she leaves a big hole behind.”

In honor of Ann’s passing, Mayor Allen has ordered that the flag at Wood Park be flown at half mast until sunset on Wednesday, November 8th, in honor of Ann’s service to the Village of Hoosick Falls.

October 26, 2018NOTICE IS HEREBY GIVEN that a special meeting will be held by the Village Board of Trustees of the Village of Hoosick Falls on Monday, October 29, 2018, commencing at 6 p.m. at the Hoosick Falls Village Hall, Municipal Building, 24 Main Street, Hoosick Falls, New York, for the purpose of reviewing bids and award of contract for demolition of unsafe structures within the Village; authorization of purchase of pump station equipment in connection with Snow Street Water Main Project; review and possible action on engineering agreement in connection with CDBG grant for Woods drainage improvements; together with any other business that may come before the Board of Trustees.

DEC will provide an update on community engagement and an updated Hoosick Falls website

September 7, 2018—Officials from EPA will be on hand to present to the Board of Trustees and the community the final TANA (Technical Assistance Needs Assessment) report. This will include an overview of the process, its findings, and recommendations.

Additionally, DEC will provide an update on community engagement and an updated website that would be specific to cleanup efforts that are ongoing in Hoosick Falls. Both presentations will be at the start of the Board Meeting.

The Board Meeting will take place on Tuesday, September 11th at 6PM at the Municipal Building (24 Main Street). EPA and DEC will also be presenting the previous night (9/10) at the Town of Hoosick Board Meeting, beginning at 7PM at the Armory.

New Water Main being installed over the next few weeks

September 7, 2018—Over the next few weeks, contractors will be installing a new water main on Snow Street in the Village of Hoosick Falls.

This work is made possible thanks to a $350,000 grant from Senator Kathy Marchione's office. This is also the first of a two step process the Village is implementing to improve water pressure in this part of the Village.

Help Develop a Vision for the Hoosick Falls Waterfront

September 7, 2018—The event will take place on Wednesday, September 12 from 5:30-7:30pm at Unihog BBQ, 2 Center Street Hoosick Falls.

Why: The Village of Hoosick Falls received a grant from the NYS Department of State Office of Planning, Development and Community Infrastructure to conduct a comprehensive community-based waterfront revitalization plan. To create a successful and inclusive plan, participation from members of the public like you is needed. The plan will address enhancements to the Hoosic River and Woods Brook shorelines such as improvements to accessibility, resiliency, development, and connections to key community destinations. This workshop will be focused on establishing the vision of the Hoosick Falls Waterfront, goals that will help achieve it, and specific actions - such as improving access points to the river Downtown - that will help us get there. Come join the conversation!

Who Should Attend: Local Citizens, Business Owners, Property Owners, Non-Profit Organizations, Government Oficials, Developers and Realtors, Lenders, and Special Interest and Advocacy Groups

Public input and discussion will play a key role in formulating these important revitalization planning processes. No one knows your neighborhood better than those who live and work there. We would greatly appreciate your insight and participation.

June 22, 2018NOTICE IS HEREBY GIVEN that a special meeting will be held by the Village Board of Trustees of the Village of Hoosick Falls on Monday, June 25, 2018, commencing at 6 p.m. at the Hoosick Falls Senior Center, 69 Church Street, Hoosick Falls, New York, for the purpose of reviewing a proposed agreement under which Saint-Gobain Performance Plastics (SGPP) and Honeywell International, Inc. (Honeywell) will make payment to the Village for water and sewer revenues for Village fiscal years 2015–2016, 2016–2017, and 2017–2018; reviewing a proposed tolling agreement by the Village and SGPP and Honeywell; presentation by the New York State Department of Health on blood testing; presentation by the New York State Department of Environmental Conservation on the alternate water supply study and site investigations at McCaffrey Street and Liberty Street locations; together with any other business that may come before the Board of Trustees. Village of Hoosick Falls to Vote on Limited Agreement Regarding PFOA

DOH and DEC will additionally provide updates on state’s ongoing response and cleanup efforts.

June 22, 2018—The Village of Hoosick Falls will be convening a special meeting Monday, June 25th at 6 PM to consider a proposed limited agreement between the Village of Hoosick Falls, Saint-Gobain Performance Plastics, and Honeywell. This meeting will also provide essential updates from the Departments of Health and Environmental Conservation on the biomonitoring initiative, the alternate water supply study, and the ongoing investigations and cleanup processes.

The proposed limited agreement, which the Board of Trustees will consider, pertains only to the Village's lost water and sewer revenue since news of the PFOA contamination in our water supply broke in 2015. This agreement will reimburse the Village $195,478.50 for lost water and sewer revenue for the previous three fiscal years.

A previous limited agreement that the Board of Trustees accepted in February reimbursed the Village for $330,000 in engineering and other expenses, and like this new one, does not limit the Village's right to pursue further remedies against the companies for other costs and damages incurred by the Village.

Additionally, under consideration is a one-year tolling agreement, which provides that neither party would sue the other for the next year, but does include a 30-day notice to end the agreement that either party may use. The purpose in entering the tolling agreement is to allow the Village and the companies an opportunity for further discussions in an effort to resolve all issues without the need for litigation.

"This is another important step forward for us as we work towards making the Village whole again from the ordeal it has been through," Village Mayor Robert Allen said. "This will reimburse us for one part of the list of losses we have taken while maintaining all of our rights in the future."

Mayor Allen is also agreeable to the tolling agreement. "The latest data shows that the investigations into the two main Superfund sites will continue to expand in size and scope, so more time to get a complete understanding of the contamination is beneficial to us. In the meantime, we will continue negotiations with the companies, as more still has to be done. If negotiations do break down, we can invoke the 30-day notice to end the tolling agreement, and commence litigation."

The meeting will occur Monday, June 25th, at 6 PM in the Hoosick Falls Senior Center.

Local Waterfront Revitalization Plan (LWRP) Meeting

May 15, 2018—The meeting will be held Monday May 21st at 6:00pm at the Hoosick Falls Central School cafeteria. The public is welcomed and encouraged to attend this meeting.

The Village and the LWRP Committee is working on this project with the engineering and planning firm of Barton and Loguidice. The following is the basic agenda for the meeting.

  • We are seeking input from a variety of stakeholders on the direction of the Village’s Local Waterfront Revitalization Plan (LWRP). This plan will establish a vision, goals, and actions to revitalize the community and establish scenic, recreational, and storm resilient connections to the Hoosic River.
  • This initial public meeting will provide a summary of the project’s origins and goals with the purpose of identifying issues of concern for the community. Prioritizing areas of concern and opportunity will help the LWRP Committee and the consulting team to develop a draft Community Vision and Goals that will be presented to the public for feedback later this summer.
  • Attendees will have the opportunity to interact and discuss specific details and steps of the process directly with LWRP Committee Members and with consultant representatives throughout the evening. No one knows the neighborhood better than those who live and work there. We would greatly appreciate your insight and participation.

Notice of Public Hearings

May 2, 2018—On May 8, 2018 at 6:00pm at the Municipal Building, there will be a public hearing to discuss two proposed local laws: Introductory Local Law No. 2 of 2018 - ‘A Local Law to Enact Parking Restrictions on Certain Sections of Elm Street in the Village of Hoosick Falls’, and Introductory Local Law No. 3 of 2018 - ‘A Local Law Amending the Village of Hoosick Falls Zoning Map’. RFP—Engineering Services Related to Drainage Improvements to the Woods Brook

April 10, 2018—The Village of Hoosick Falls is requesting qualifications for Engineering Services for the Office of Community Renewal CDBG-Public lnfrastructure-funded project #546PR31-17.

Responses to this Request will be accepted until local time, 3:00pm, on May 3, 2018 at the Office of the Village Clerk, 24 Main Street, Hoosick Falls, NY 12090. Please mark on the outside of the envelope, "Response to Engineering RFP—Village of Hoosick Falls/Town of Hoosick—Woods Brook Drainage Improvement Project". Respondents are required to submit one (1) original and eight (8) copies of their proposal.

NOTICE of Special Meeting

February 26, 2018—The Village of Hoosick Falls is notifying the public of a Special Meeting to be held tomorrow (Tuesday, February 27th) at the Municipal Building at 7:00pm. The agenda contains a single resolution that would allow the Village to accept funds from Saint-Gobain and Honeywell in the amount of $330,251.48 to cover certain costs related to expenses the Village has taken on throughout the PFOA situation.

There are several important points to understand regarding this possible acceptance of funds:

  • This is not a settlement agreement: this is simply the Companies reimbursing the Village for certain costs the Village has had to bear.
  • This reimbursement does not in any way alter or give up any rights the Village has relative to costs not being reimbursed. In other words: the Village retains all rights and claims otherwise available against the Companies.
  • This is not an admission by the Companies, and they also reserve all of their rights.
  • The Companies are not receiving a release in any way related to the damages that the Village has incurred.
  • Included in the payment are direct expenses and engineering costs.

This is an important first step in a longer path towards making the Village whole again.

Please note: If the size of the meeting room at the Municipal Building proves to be too small, we will shift over to the Senior Center (Rensselaer County Regional Services Center, 69 Church Street, Hoosick Falls, New York), with an adjusted start time of 7:15pm. This location and start time will only be used in event of a change of location.

SBA makes low-interest loans available to July 2017 flood victims

Reps will be in Village Hall this week to answer questions and help with applications

February 20, 2018—With FEMA officially denying NYS's appeal to label the July storm a disaster, we now know that there will not be any FEMA assistance for the July storm.

Fortunately, the U.S. Small Business Administration has made it possible to allow businesses and homeowners to apply for low-interest disaster loans. The SBA will be placing customer service representatives at four Disaster Loan Outreach Centers to answer questions about the disaster loan program and help individuals complete their applications.

Rensselaer County's location is right here in Hoosick Falls - at the Municipal Building, located on 24 Main Street.

From the Mayor: Water Updates

February 17, 2018—We've had several water updates from the February Board Meeting, including how we have expanded our water testing methods to include GenX and other PFOA replacement chemicals. We have shared those results on the water website. Also, testing showed new PFC chemicals detected in the "midfluent" portion of the GAC. This is between tank 1 and tank 2 of the two-tank GAC filtration system. Tap water continues to be non-detect for all PFCs.

Additionally there was an update on alternate water supply, an update on data results from the first round of blood testing (2016-2017), and an update on the second round of blood testing (to begin this spring).
