There will be a Public Hearing on Tuesday, December 14th at 6PM, held in person at the new Highway Garage, located at 7 Waterworks Road, regarding Introductory Local Law No 3 of 2021: A Local Law Amending Local Law No. 1 of 2018 Pertaining to Parking Restrictions on Certain Sections of Elm Street in the Village of Hoosick Falls. PUBLIC NOTICE IS HEREBY GIVEN that there has been introduced before the Board of Trustees of the Village of Hoosick Falls, New York, a proposed local law amending Local Law No. 1 of 2018 pertaining to parking restrictions on certain sections of Elm Street in the Village of Hoosick Falls. A complete copy of the proposed local law is available for inspection at the Village of Hoosick Falls Clerk’s Office.

NOW, THEREFORE, pursuant to Section 20 of the Municipal Home Rule Law, the Board of Trustees of the Village of Hoosick Falls, New York, will hold a public hearing on the aforesaid introductory local law on Tuesday, December 14, 2021, to commence at 6:00 p.m., during the Board of Trustees’ regular meeting, to be held at the Hoosick Falls Highway Garage, 7 Water Works Road, Hoosick Falls, New York, at which time all persons interested therein shall be heard.

Interview with Attorney Stephen Schwarz on the Federal Litigation Class Action Settlement

Last month, it was announced that a $65 million class action settlement had been reached with 3 of the 4 defendants. Since that point, we have received a lot of questions about this from Village and Town residents (current and past). To help facilitate the conversation and give people a resource, Stephen Schwarz agreed to sit down for a Q & A over Zoom. In this interview, we talk about a great deal of things related to this settlement, especially how it works, what each part entails, and who qualifies for the various parts of it (and how). The interview was recorded on Tuesday, August 17th 2021.

Mr. Schwarz also announces that there will be a website coming soon (hoosickfallspfoasettlement.com - the site should be up and running in a week or two), and there will be two community informational meetings on September 8th and 9th held at the Town of Hoosick Skating Rink (likely start time of 7PM).

NOTICE IS HEREBY GIVEN that a special meeting will be held by the Board of Trustees of the Village of Hoosick Falls on Thursday, July 22, 2021, commencing at 6 p.m. at the Hoosick Falls Highway Garage, 7 Water Works Road, Hoosick Falls, New York, for the purpose of consideration of the acquisition of property through the Woods Brook Home Buyout Program under a New York State grant agreement, software upgrade at the municipal water treatment plant, and the hiring of a DPW full time employee, together with any other business that may come before the Board of Trustees.

Mayor's Statement on the announced Civil Action Settlement

Today’s announced settlement in the federal class action lawsuit between residents of Hoosick Falls and Saint-Gobain, Honeywell, and 3M is a landmark moment in the entire Hoosick Falls PFOA story. By providing compensation for victims of PFOA contamination and property owners, and by setting up a decade-long medical monitoring program, this settlement is a major step forward in righting a decades-long wrong that was inflicted upon this great community.

While this class action lawsuit is separate from the pursuit of a new water source by the Village of Hoosick Falls and our ongoing discussions with the companies, it is a welcome development. It appears to represent a change in the approach that has been taken up this point by the companies. This is an outcome that is consistent with recognized science, common sense, and fundamental principles of justice and fairness. We hope that the companies will now work with the Village and NYS DEC in a productive manner to finally resolve all of the issues pertaining to the Village’s water supply system.

I am personally grateful to all involved: the residents who opened up their lives to legal scrutiny and the attorneys who fought on behalf of the victims. We as a Village Government stand ready to assist in getting information out to residents when the time comes.

Changes to Solid Waste Pickup begin July 28th

The Solid Waste pickup schedule in the Village of Hoosick Falls will be changing next week. Most residents will not notice a change, but some who are normally scheduled for Friday pickup will be changing to the new Wednesday pickup.

First and foremost, the Thursday pickup schedule will remain unchanged. The current Friday pickup schedule will be split into two groups: those who remain on Friday, and those who are switched to Wednesday.

The new Wednesday pickup (Wednesday, July 28th will be the first Wednesday pickup) include all locations in the Village west of the Hoosic River: River Road, Mechanic Street, and the Clay Hill Area), as well as Church Street, Carey Avenue (including McCaffrey St, Redmond St, Fiske St, Railroad Ave), and Rogers Avenue (including Dale St, Home St, Centre St, and Ashley Dr).

The remaining properties who will stay on the Friday pickup schedule are mainly in 2nd ward - River Street, 1st through 5th St, Hoosick St, Center St, most of Elm St, Willow St, up to Nixon St, Lower John St, Lyman St, and Water St.

Flyers will be left by County Waste this week, preparing residents for the changes that go into effect next week, beginning July 28th.

Village Comments on PRAP available

The Village submitted their comments to DEC regarding the PRAP (Proposed Remedial Action Plan) on the future water supply for the Village. The comments are available here.

The PRAP report, along with all NYS DEC documents pertaining to remediation efforts and the pursuit of the alternate water supply, are available on the DEC Hoosick Area Website.

July 13th Regular Meeting in Person; Public Hearing included

As discussed last month, the July regular meeting will be held in person at the new Highway Garage, located at 7 Waterworks Road. The agenda is available here. The meeting begins at 6PM.

LEGAL NOTICE: The Village of Hoosick Falls will hold a public hearing on July 13, 2021 at 6:00PM at the Hoosick Falls Highway Garage on Waterworks Road for the purpose of hearing public comments on the community development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2021 program year. The CDBG program is administered by the New York State Office of Community Renewal (OCR), and will make available to eligible local governments approximately $20 million for the 2021 program year for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the CDBG program and will allow for citizen participation in the developmnt of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Supart I of the CFR and in compliance with the requirements of the Housing and COmmunity Development Act of 1974, as amended.

The proposed project includes application for $1 million for replacement of the Rogers Avenue Water Tank.

March 16th 2021 Election Results

Election Results are in for the March 16th 2021 Village of Hoosick Falls Election. There were a total of 140 votes cast (115 in person votes, 25 Absentee Votes).

For the Mayor position, Robert Allen received 112 votes.

For the three Trustee seats (2 year terms), Bobby Ryan received 104 votes, Kevin O'Malley received 100 votes, and Emily Marpe received 72 votes.

For the one Trustee seat (1 year term) decided by write-in votes, the individual receiving the highest amount of write-in votes was Bob Decker with 59, followed by Megan Walraed with 37, Dan Schutting with 11, and Mare O'Niel with 1.

Thank you to all who were involved in making today's election happen, as well as to all who voted and to all who offered to serve on the Board.

Regular Meeting Postponed; Covid-19 in the Mayor's Family

We are canceling tonight’s Regular Village Board meeting and rescheduling it for two weeks from today: February 23rd. The meeting will be held virtually and will include a rescheduled public hearing (to be noticed later).

The Mayor has a positive Covid-19 case in his family. The Mayor’s wife Heather began quarantining in the house away from the rest of the family on Wednesday February 3rd in response to cold and allergy-like symptoms, and her Thursday Covid-19 test results came back positive. The following day, the Mayor and his 4 children were tested, and all results thankfully came back negative. Heather is doing well and in good spirits, and the entire family is thankful for everyone who has reached out in support and with offers of help. Follow-up Covid-19 tests on the Mayor and his children will determine when their quarantine ends.

Fortunately, this has had no impact on any Village personnel, but has impacted the Mayor’s ability to prepare for the meeting. The Village Trustees agreed to reschedule the meeting, and the Mayor is extremely grateful for their flexibility and support during this time.
