Notice of Public Hearing regarding Local Law 3

PUBLIC NOTICE IS HEREBY GIVEN that there has been introduced before the Village Board of Trustees of the Village of Hoosick Falls, New York, a proposed local law establishing rules and regulations for the keeping of chickens in the Village of Hoosick Falls.

A complete copy of the introductory local law is available for inspection at the Village of Hoosick Falls Clerk’s Office or is available here. You can also download the EAF.

NOW, THEREFORE, pursuant to Section 20 of the Municipal Home Rule Law, the Board of Trustees of the Village of Hoosick Falls, New York, will hold a public hearing on the aforesaid introductory local law on Tuesday, December 8, 2020, to commence at 6:00 p.m., during the Board of Trustees’ regular meeting.

Pursuant to the Governor’s Executive Order 202.1 as extended, the Village of Hoosick Falls will be holding the December 8, 2020 Board of Trustees meeting over the internet, accessible to the general public through the Zoom video conferencing platform. Virtual October Meeting to include new agreement over PFOA operating costs

Due to an increase in Covid-19 cases in Hoosick Falls the previous two weeks, the Village of Hoosick Falls Board of Trustees will be holding this regularly scheduled meeting online using the Zoom video conferencing platform. The meeting contact details are listed below.

Also on the agenda is a new agreement between Saint Gobain Performance Plastics and Honeywell International and the Village of Hoosick Falls regarding operating and maintenance of the GAC system for Fiscal Year 2020-2021 and Fiscal Year 2021-2022. Of note:

  • The Village receives a lump sum of $144,976,98 to cover Village costs related to operation and maintenance.
  • The agreement includes cost of capturing/treating water during Vilage's upcoming Well 7 maintenance.
  • As with the previous three agreements related to PFOA in the Village Water supply/water system, both sides continue to reserve all rights.

July 14th Regular Meeting to be held in person at new Highway Garage

The Village of Hoosick Falls will be holding the Tuesday July 14th Board Meeting at the new Highway Garage, located at 7 Waterworks Road.

Social Distancing policies will be in effect for the meeting, including all of the following:

  • Masks will be required
  • Temperature checks will be performed at the door
  • The meeting will be in the garage bay, not a smaller room
  • Tables for the Board of Trustees will be spaced out in a large semi-circle
  • Chairs for the public will be spaced out properly
  • A sign-in sheet will be used for all participants in the meeting

Public Notice is Hereby Given that there has been introduced before the Board of Trustees of the Village of Hoosick Falls, New York, a proposed local law adopting the 2020 New York State Uniform Fire Prevention and Building Code and New York State Energy Conservation Construction Code.

A complete copy of the introductory local law is available on the Village of Hoosick Falls website. Pursuant to the Village of Hoosick Falls local emergency declaration, the Ann Bornt Municipal Building remains closed to the public.

Budget Information; April 14th Meeting to be held online via Zoom

The Village of Hoosick Falls will be holding the Tuesday April 14th Board Meeting over the internet, accessible to the general public through the Zoom video conferencing platform. While details and links on how join the meeting will be on the Village website the day of the meeting, the Village has also created a way to get a direct invite via email.

Village officials have spent the past week getting used to the Zoom platform to make the meeting flow with as few technical difficulties as possible. Anyone with a device (computer, smart phone, or tablet) will be able to join the meeting via the internet, but you can also join via a phone line to listen as well.

This meeting will include the Budget Hearing to discuss the tentative 2020-2021 Village Budget, which is currently available for review and download on the Village Website. Several hard copies of the tentative budget are in the main lobby of the Municipal Building, and more copies can be provided by calling the Village Office.

The Village has set up the email address hfvillagemeeting@gmail.com to provide a way to ask questions ahead of time. Additionally, if you want a direct invite to this meeting in your email, you can request that to the email address above.

Even if you request a direct invite to the meeting, the Village will post links and directions on how to join on the Village website that morning. The tentative budget is already on the website, and the agenda is typically posted on the Friday or Monday before the meeting.

Normally the Board would also hold their Organizational Meeting during the April meeting, but because Village Elections have been delayed until sometime after June 1st, the Board intends to pass a resolution delaying the Organizational Meeting until after the next election, and to maintain the current appointments and procedures until that point. This is in line with legal opinions and the recommendation by the New York Conference of Mayors.

Local State Of Emergency declared; Changes to Services announced

A Local State of Emergency for the Village of Hoosick Falls has been declared by Mayor Allen through Executive Order No.1 of 2020, in response to:

At this time, the Village is announcing the changes in services for our various departments. Please review all the changes here with this printer friendly version. Additionally, here are the most pertinent changes:

  • The Ann Bornt Municipal Building is now closed off to the public, except for the main lobby.
  • With the side door of the building now locked, please access the main lobby to reach the Police Department. If they are not in, use the silver phone next to the police office window and push the first button. This will connect you with County Dispatch. Simply state if it is an emergency or not, and ask that they send an officer back to the Municipal Building.
  • The Village Office is closed and will not be accepting anyone at the windows. Office hours are 8am - 11am, MWF. Voicemails and emails will be checked daily.
  • The Village Office will no longer be accepting cash payments. Please use check or money order (which can be obtained at banks or at the post office) made out to "Village of Hoosick Falls."
  • The requirement for bi-annual inspections is temporarily suspended. Pre-tenant inspections can still be setup, but now have several requirements that have to be met for the safety of the Village Code Enforcement Officer. Please contact him for more details.
  • The Transfer Station is immediately using its summer schedule, and is open Tuesdays from 8am to noon, and Saturdays from 8am to 2PM. With the Village Office closed, you can purchase permits directly from the Transfer Station for Village Residents ($10) or for others ($20). Permits last for the year.
  • Village Court has been closed through the end of April, as per the Governor's Executive Order.
  • Funeral home employees who need assistance from Village Officials should call the police department.

St. Patrick's Day Parade and Irish Festival postponed

It is with a heavy heart that the Village of Hoosick Falls, in conjunction with the Hoosick Falls St. Patrick's Day Committee, announces that we are postponing this Saturday's Saint Patrick's Day Parade. This includes the parade in the Village and the Irish Festival scheduled for after the parade in the Hoosick Falls Armory. After consulting with County and State officials, we feel that this is the correct choice, and follows in the steps of similar cancellations of the parade in Boston, New York, and just this morning, Albany NY.

We understand the economic impact this will have on our amazing local businesses and our community, as the Hoosick Falls St. Patrick's Day festivities are one of the biggest and best celebrations of the year, bringing in people from all around the tri-state area. We understand the stress this will put on them, as well as the committee, who has worked countless hours on preparations. We are very sorry for this, and are looking ahead to a possible September 2020 date to reschedule this great event.

The novel coronavirus (Covid-19) is a serious concern across the globe, and is becoming increasingly a focus in New York State. While there have not been any confirmed cases in Hoosick Falls or Rensselaer County, neighboring counties Albany, Saratoga, and Bennington (VT) have had their first confirmed cases in the past week. This action is being taken in an abundance of caution to protect public health. The Village urges people to review the CDC guidance on coronavirus. All high-risk groups should exercise extreme caution in participating in any other events this weekend.

Village Board to vote on draft cost sharing agreement regarding Village Landfill

The Village Board will be voting on a Cost Sharing Agreement with Honeywell International Inc. at tonight's Board Meeting.

This agreement addresses how the Village and Honeywell will share costs as it relates to the DEC Order on Consent for the Landfill. This has been discussed in several recent public meetings, with the Board approving the execution of the Order on Consent with DEC at last month's meeting, subject to the approval of tonight's agreement. This agreement will cover up front costs, specifically the Remedial Investigation and Feasibility Study.

Village Offices Closed on Friday, February 21st

Please be aware that the Village Offices will be closed all day on Friday, February 21st. Village Office staff will be taking part in training. Offices will open as normal on Monday, February 24th at 8am.

Notice of Change of Meeting Time - Tuesday, February 11th

Notice is hereby given that the regular meeting to be held by the Village Board of Trustees of the Village of Hoosick Falls on Tuesday, February 11, 2020, will commence at 5:45PM at the Hoosick Falls Village Hall, Municipal Building, 24 Main Street, Hoosick Falls, New York, for the purpose of entering into executive session to discuss pending and potential litigation. The regular meeting of the Village Board of Trustees scheduled for February 11, 2020 shall commence immediately upon the close of such executive session.

Special Meeting on Tuesday, January 7th 2020 at 6PM

Notice is hereby given that a special meeting will be held by the Village Board of Trustees of the Village of Hoosick Falls on Tuesday, January 7th 2020, commencing at 6 p.m. at the Hoosick Falls Village Hall, Municipal Building, 24 Main Street, Hoosick Falls, New York, for the purpose of for the purpose of discussion of the ongoing sewer project, together with any other business that may come before the Board of Trustees.

The Board of Trustees shall enter into executive session at 6:00pm, and the meeting shall continue upon the close of the executive session at 6:30pm or as soon thereafter as may be determined.
